Osaka's famous indoor food culture — takoyaki, okonomiyaki, and ramen shops — provides warm refuge on cold days. New Year celebrations fill the first week with visits to Sumiyoshi Taisha and Osaka Tenmangu shrines. Tourist crowds are at their lowest, making this one of the best value times to visit.
